D&D 4E Flying PC Race in 4e?

Given that even being able to fly for a single round is a high-level power, is there any way a flying race could be balanced in 4e?

I'm thinking it might be. Perhaps allow a per-encounter 'brief flight' of Speed 8. (Balancing with Eladrin teleport -- long distance, but crosses space between with all that entails). Perhaps a heroic tier feat to do this twice per encounter. To further balance this, if you end your move in the air, you fall on your next turn. (As a sop, allow the flyer to automatically deduct 10 feet from any fall if they are capable of taking a move action.)

Have a paragon tier racial feat that increases this to ongoing flight, provided you are carrying half a normal load (Strength * 5).

At Epic level, another racial feat increases this to a normal load.

I'll say - clumsy flight and overland flight are a lot more balanced than many other versions, and the halfling Second Chance compares moderately with Displacement (the same level as Fly), so I do think it's workable.

My thoughts were similar to yours, but I figured I could make it slightly easier to get overland flight and clumsy flight with feats invested, and that I'd offer gliding (controlled falling).
 

I gave the Empyreals(my Aasimar conversion) a paragon feat that gave them wings at a move rate of move +2 (good).
I also have developed powers that allow for a wing buffet attack(paragon) and dive attack(epic).

Well... I'd say that's strictly too good. After all, '+1 speed' is a paragon feat, and that gives +2 and flight, which is a notable advantage on its own.
 

I'd have it as a Paragon Level Racial Feat. You could have the wings, but they haven't yet developed fully into usable ones. When they do, you get the kind of power you described.
