The minute he snatches away the die, announce that he can either miss/fail, or re-roll the die where you can see it. There is no reason for 'roll and snatch' other than cheating.

Do this every single time and make it clear that all die rolls must be left on the open table where everyone can see them. Make it a firm rule and stick to your guns. If someone wants to whine and complain about it, you have to ask (internally and externally) why they have such a problem with it.

I would just ask him to ink them in a good contrasting color so the +'s were clearly visible or better yet one color for the low 0-9 and one color for the high 0-9.

If he is not willing to do that to use his favorite dice then he most likely is fudging his rolls.
 

People like this are why I sometimes go upwards of 3-4 years without playing RPGs. I've been stuck in towns before where the only gamers around were total and utter immature tools. So I just didn't play. There's no reason that an enjoyable hobby should be made unenjoyable. There are other things we can do with our spare time.

Knitting, say.
