So...wheres the ring of water-breathing? I mean, hell, you could go diving w/o a scuba suit. And if your ship sinks...you dont drown.....just swim back to land.....just gotta watch out for dem sharks.

Well, eventually you would get kinda exhausted and start to sink. You wouldn't drown, you'd just implode from the water pressure on your fragile human body!

I don't think I'd take the Helm of Teleportation in any case, unless there was nothing else available. Honestly, who wants to walk around in a helmet all the time only being able to do a few things a few times per day when you can FLY whenever you want!?

Though you know, more than any other magical item, I would want a Periapt of Health. Think about it. What's more important than your health?

If I were to spend money, I would pay all that I could (selling possessions, loands, etc.), and I would purchase any of the items I could then afford.
However, if one were to be given for free, I would most prefer the belt of flying (with the ring a close 2nd, for uses already stated, and the helm 3rd). Oh, and you could move just over 20 mph with the belt (double move at 90 fly spd is 180 in 6 seconds, or 30 ft. per second), and that is probably as fast as I would want ot move without the protection of a windshield

Actually, the safest thing may be to fly in broad daylight, in a dingy blue-and-red costume, with a flowing red cape and a big S on the chest.
