I know that CustServ replies are written in the wind far from binding but here is the latest ruling.

Any chance you could actually outline what it is on that page you are referring to?

p. 267 Surprise says you can't do any actions, not even free actions.

p. 277 Surprise says you can't do any actions, except for free actions.

Unless Surprise never occurs, this is a contradiction.
