I'm working on a character with the force sensitive feat, and no levels in a force using class. What is the cost that he should pay for Empathy, Enhanced Ability, or Friendship?

2 skill points for 1 rank

I'm not sure what the official rule is, but I have alsways played it that Force Sensitive just made them available as Cross-Class skills. So they would cost 2 points for 1 rank. They don't become Class skills until either Alter, Control or Sense is taken. Which ever group the skill falls under.
 




According to the Skills chapter of both the original (p 66) and revised rules (p 75)...

Anyone who gains the Force Sensitive feat gains "Force-Sensitive-based" skills (Empathy, Enhance Ability and Friendship) as class skills.

All other force skills are exclusive to the Force-using classes. Once the pre-requisite Force feat is taken (Alter, Control or Sense), the associated skills become class skills for the Force-user.

Note that many Force skills can be used untrained by character with Force-user levels, with 0 ranks invested and without the pre-requisite skill. This does not, however, allow someone without Force-user classes to use the exclusive skills.
