Forced movement into a Zone

I don't believe they are, or it would have been mentioned in the PHB under the forced movement section, or the powers section under Zones. Or somewherein the PHB, if that rule was intended to be used for player powers.

In my opinion, that section of the DMG is for terrain hazards, not effects created by powers.
It's pretty clear they want to avoid or limit the ability to use forced movement to get free damage. Otherwise OAs would still be provoked.

I disagree. Otherwise the rule would be in the PHB under forced movement (which only gives a save for being forced off a cliff or precipice), and not in the DMG under "Hazardous Terrain".

Hello Caliban,

Damaging spell effects do not count as hindering terrain, and so monsters do not get a saving throw to avoid forced movement into them. It makes no difference if it's a cloud of daggers or a wall of fire.

Page 44 of the DMG states that targets get a save to avoid being forced into Hindering Terrain (which is on page 61). Do spell effects such as Cloud of Daggers or the various Wall spells count as Hindering Terrain? Does a target get a save to avoid being pushed, pulled, or slid into a damaging spell effect? What about one that blocks line of sight, such as Wall of Fire?

True. There are as many arguments for as there are against having a saving throw and treating a damage 'zone' as hazardous terrain. As per usual, I'll see what my DM says when I throw it at him, as I'm likely to do so next game. :angel:
