Forgery for "non-official" documents

Not necessarily, but ranks would really help. (it isn't trained only)

No, since they can use Forgery untrained (Int modifier I believe). I would give them bonuses if they were very familiar with the original and penalties if they had only seen it briefly. Plus they should get some kind of bonus if they have a reason to believe it's a forgery and look really carefully (or maybe that would be taking 20 on their check).
 

I'd also allow a character to substitute a relevent skill in place of Forgery. For instance, if someone with ranks in Profession: Mapmaker examined a map, I'd allow him to use his Profession ranks in place of Forgery. This allows experts the ability to spot fakes (in their field) without having to be masters of forgery to do it.
 

That's an excellent idea. Even if you don't allow the use of the other skill in place of Forgery, you should at least get a synergy bonus.
