That is exactly why I brought up starting small. You do not need a big huge world for running low level characters in. Just 3 areas would be good enough. One to start out in and two more to explore later on. If you need to go even further add them in.

Heck, if you have modules you like see about making their maps fit together and they will likely do fine as your "campaign world".

For example, find the Necromancer Games modules Crucible of Freya, Tomb of Abysthor, Rappan Athuk: Reloaded, Morrick Mansion, and Lost City of Barakus, combine them with their city book Bards Gate, fit them together on a map, and you have a setting for 1st to 20th+ level. In 3E anyways.

There are any number of modules and city books you can do with that.

Being a fan of SL Hussar can tell you (OP) how awesome the City of Mithril and the city of the Necromancers combined with some other modules can be a kick butt campaign.

Yes, actually. Uresia is designed to be a world that isn't in imminent peril. Of course, it may stretch your definition of "generic," what with the kung fu druids and the combat chefs and the slimes as player character race.

I'd never heard of this one before, but the overview sounds kind of cool. :)
