When you are dead - raise dead is a beneficial spell. You answered your own question with: the Forsaker does not willingly accept any beneficial spells.
Particular to Raising the Dead - The character must be willing to be brought back by the cleric or other character casting the spell. IIRC there is text somewhere in the PHB about the soul being raised knowing the name, alignment, and patron deity (if any are applicable) of the individual casting the spell. In this case - it would appear that the character would not accept magic from a cleric, wizard, druid - or any spellcaster for that matter.
A good rule of thumb is the following:
If the spell has any rules concerning the fact that the recipient/target must be "willing", then consider the "saving throw" to be acceptance. If the target does not accept the spell - for whatever reason, it fails.
In this particular case - not having the text of the Forsaker "Forsake Magic" restriction - I would have to say that accepting this spell would break the vow at the very least - with whatever consequences that entails.
