Well unless he really wants the off hand parry bonuses, he can just be a fighter who calls himself a tempest with the offhand expert feat (quintessential fighter) and the greater multiweapon fighting feat not to mention a slew of other great feats...
Or better yet, a frenzied berserker or living blade or devoted defender with the same feats and the best of both worlds.
You don't really need a prestige class for the abilities as they are already available feats... If he wants to call himself a tempest, he's welcome to, his opponents are likely to as it is.
