Are there any playable (low or no ecl) races that have 4 arms??

Thri-kreen.

They're in Savage Species (3.0e), and I think they've been updated as well; perhaps in the Complete Psionic or the Expanded Psionics Handbook.

They're a +2 LA race IIRC.

Thri-Kreen are LA +2 and some racial hit dice. So ECL of 4+.

But that's just in the official rules. What kind of race are you looking for? A monkey-type guy? A bug-type guy?

An ooze-type guy?

It's weird, because I was actually wondering this exact thing when I woke up this morning. I was half considering statting up the race, but just don't really have the time right now.
