Anything that leads to infinite wishes is "incredibly powerful".The ability to create a staff with only 3 charges is NOT incredibly powerful, its not even remotely good. Only when combined with Master Staff would you even consider NOT allowing it.

Even without master staff you end up with staves giving you charges of spells that only cost spell level * caster level * 45gp. Slightly more expensive than scrolls, but they use your caster level and save DCs, so can get greater effects for less money than scrolls.
Its only SL * CL * 15 if you make the spell take 3 charges to activate. That's 3/5 the price of a scroll, but it uses your CL and ability scores.
