DM fiat. Technically, she doesn't otherwise. But as she's got a swim speed, and it's a 3.0 adventure (it references rolled values on Bull's Strength), that's not too off the wall.

I guess she is meant to be holding her breath. With her Con of 21, she can hold her breath for 42 rounds (more than 4 minutes) without trouble.
