I want to use as a subrace for humans the Frisians (Frisii), but what for kind of Alignment and abilties modifier should I give them?.

This is for my own created world called Urde.

To determine what you should change in your subrace, we'd need to know a little more about the Frisians.

What makes them different enough from other humans to have ability modifiers? As for alignment, what are the cultural tendencies of the Frisians?

We just need some more info to get the ball rolling. :)
 

Frisii

In the beginning there were no different Human races on Urde. After the Tribe Wars, they split up in different groups, one travelled to the Far North, and became the Frisii. There in the Far North, they built their empire called The Northern Empire, now ruled by Arthgon The Saint. Because they went to the north, they became blond and they had a fair skin, much differrent from the people who went the other way. The capital is called "City of Lions" because of two knights who changed themselves in dire lions to save the city from the hands of Dark Elves, and that was a success. The most important harbour is the large city called Larhingen, the birthplace of Arthgon The Saint, where important goods were imported and exported to the other lands. All the cities are walled and defended by soldiers and magic. Their charactics are: Wise, Charmatic, and Empathic, but also haughty and stubborn.

Its nice to see a blond northern race that isn't a viking stereotype, but its difficult to square the wise, empathic & charismatic with haughty, stubborn and heavily walled and defended cities. though that might depend on how dangerous the area is around the northern empire

If you wanted a different flavour, maybe try something like tibet - ancient warrior culture converted (maybe recently by the saint?) into a more sympathetic and peaceful faith, lots of monasteries & priests now taking prominence would explain the wise & charismatic reputation, with haughty and stubborn being the older reputation pre-saints arrival

plot hooks could include attempts by the old warrior nobility (knew i'd get back to vikings eventually) to discredit the new order, or potentially a revived dark elf threat not taken seriously by the far too trusting saint.

mechanically, giving them sole access to certain classes / prestige classes might be easier than messsing around with ability modifiers (eg Monk, Priest of xxxxx)

alternatively, have a look at kalashtar from eberron, they might make a nice alternative, especially if you play psionics
 

Are these people based on the real world Frisians by any chance?

Anyway, rather than ability modifers, I find a few skill modifiers work well to give flavour without being overpowered. You might also want to plunder Forgotten Realms and Oriental Adventures for regional and ancestral feats.
 



Here's the funny thing, the Frisians were the Vikings of their day. They were known for raiding up an down the coast, and for their depredations on ports in Gallia and Brittannia. At time s they even cooperated with Basque pirates from Northern Iberia/Southern Gallia. Their ship construction techniques not being as sophisticated as those of the later Danes and other Nordics they weren't able to range as far, so they tended to stay pretty much close at home.

The Vikings of history essentially improved upon Frisian boat making and boat handling techniques, added some stuff of their own, and went on to make people forget the Frisians were ever a problem.
 

Frisii

The Northern Empire are always under the threat by the Dark Elves and the Orcs, who want to carve a empire for their own in this area, that's why the large defences.

How about this:

In the beginning of their empire, they were lead by Helcris, a war-priest of Malkar (God of War).Temples were build for Malkar, and feasts were all about war. Years later, Helcris and others were killed in the wars against the Dark Elves, so because of that dreadful wars, many people thought, that war is not the important thing. The single heir, called Arthgon the Saint, converted the Frisii to Urde, the deity, who sacrificed himself, to form this world, and the Frisii became were more charmatic and wiser.

Plot Hooks:

1. Someone want to bring the old War-God back and now attacks the Temples and monasteries, the PC must find out, who it is.

2. A new mine is build in the mountains at the border of The Northern Empire, by supervision from the PC's. In the dead of night, a miner find a strange statue and bring it home. Through the power of the statue, he called the ancient and evil deity Arachnar.(who came to this world, just when dinosaurs roam the world, and is now trapped, with his people the Arachs in the core of The Spider Mountain.) Arachnar told him, that he can help him, to get power, if the miner can release him and his folk from the prison. The PC's must stop him at all cost, before the world falls in chaos.

3. Arthgon the Saint wants the PC's to find the ancient Crown of Urde, but it lies in a wrecked temple in the middle of a Drow encampment.

4. The Druid Selma (Half-Nymph), and her lover the Ranger Hilde(Sun Elf), want to join the PC's to avenge the slaughter of her nymph people by the Iron Brotherhood.

Some major Villains within this plots:

Thalios: Greater Mummy Cleric/Necromancer CE
Kaladur: Shade/Spellwarped CE
Kendall: The leader of the Iron Brotherhood LN
and lot of others.

The Iron Brotherhood:

The Iron Brotherhood is an organisation, who wants to destroy the Feys and Elves, because they think that the Feys and Elves are creatures of Evil. Many innocent people are killed or imprisoned, because they gave help to Nymphs and Elves. Kendall, the leader, wants to rid the world (In his own disturbed mind) of the Evil of Feys and Elves. The Northern Empire gave shelter to the Elves and Feys, who are presecuted by The Iron Brotherhood.

Frisii Updated

Update: History of the Frisii:

After the "Tribe War", the tribe felt apart and four groups were formed, One that was led by Helcris travelled to the Far North, and became the Frisii. The Frisii build under the supervision of Helcris, a large tribe with a temple for Malkar, The God of War in the middle. Because of the attacks of Orcs and Dark Elves, they build a wooden wall around the tribe. Some years later, the people grew out of the tribe and it became a thorp with a wooden wall around it for the defences. Later it grew into a town. Through the help of the Elves, it became a town with stone houses, and stone walls for the defence against intruders, also their weaponery were almost equal to the Elven. Four years later, the Frisii discover the spark of Socerery, and Socerers now helped the community, and to help the defenders of the town. Druid groves were build, because the Frisii has still have a strong bond with nature. In the Year of Progress(ca. 950), the town grew into a small city and it was called Helcris City, and the Frisii began to trade with the Elves. Because of this, the Elves and the Frisii became deep friends, and they began to import and export new ideas with each other. Elven rangers began to help with the defences, and the Frisii defend the Elves against Orcs and Dark Elves. Helcris City began to grow in a Large city(ca. 1000), and many Frisii began to build other cities, because of the growth of the Frisii people. The harbour city Larhingen and many other cities were build, with the help of the Elves. Ships began to travel to other lands for trade or war. Later in the year 1050 the Northern Empire was born.
