The abilites are mostly defensive in nature (the cloak + Chameleon make Frodo good at hiding almost in plain sight): enemies can be forced to miss Frodo, he can end their marks on him, he can stay hidden, he can trade places with a foe and shift away, he gets bonus to AC when attacked by Medium foes, he can shift away instead of taking opportunity attacks, etc. And his ring is rightfully Epic.

If anything, I'd take feats later in the game to train Frodo in Endurance, and maybe a Dragonmark feat to represent the taint of the One Ring.

I did my best to make Frodo less "lethal" and more capable of hindering attackers and surviving encounters.

Obscured Avoidance? not Fleeting Ghost?

I like your attributes better than mine... but my powers better than yours ;-). The hybrid is so much less "lethal" ;-)... with others fighting for him.
Good bit that bringing in Galadrials bottled hope.

Ah underhanded tactics isnt bad... it lets his sneak attack become less nasty... ahhh cool... ok stolen.

At level 8 I up intelligence and dex of course so commanders strike goes in to +3 (I know not grandly impressive but) and get lucky skirmisher since I traded it out earlier for underhanded tactics... I like that the warlord gave him the shield and chain use comes in handy pretending to be Orcs and that armor getting to be itself so Glimli doesnt have fits... is a boon.

Yes endurance training sounds like a possibility Mark of Shadow ;-)

Fleeting Ghost fits Gollum better. Frodo wasn't a type to run around sneaking. Obscured Avoidance means he can shake off any mark on him, which would happen a lot since he is the entire point of that quest.

Bilbo would be more of a classic rogue, with lots of bluffing, sneaking, etc.

Well my Character builder doesnt recognize Obscured Avoidance... as a level 2 rogue util... :p

It's a skill power.

cool

Something I dont like in your design is the Ghostwise Heritage feat --- too mystical for my blood ---- and I really dont see him as street-wise either.(with all the climbing they do the acrobatics to minimise falls -- we could call it luck not skill still).

Ghostwise Heritage allows Frodo and Sam to share Perception checks, which come in handy, and represents their trust in each other.

Streetwise serves to learn the gossips of a place (something hobbits do like), and it represents Frodo's ability to pass off as "Mr. Underhill". As they venture further into the wilds, it could be retrained as Acrobatics.

He did rather badly at being Mr Underhill...

Maybe on the gossip bit ... but I think that might be Sam's thing less Frodos (outside the window for a reason) and I dont buy theiving as a trained skill either A pure rogue is just tooo rogue for Frodo give Merri and Pippin there due. And diplomacy works far better with nobility background - I stand by my skill set (though I am missing perception being in there - Frodos Perceptions was perhaps insight).
