"Frost Mage" - Is this a good idea ?

Talk to your DM about the character's long-term trajectory. My players almost always do this and I usually attempt to incorporate side-adventures that help flesh out their characters and make them unique. Perhaps your DM will accommodate your idea by incorporating some unique magic item or new spell creation (you search for the spellbook of whomever, lost long ago in the mountains/tundra/etc) that fills out the theme where the RAW might be thin.

the character I've been playing is dragonborn rogue with wizard multi class feats who speacializes in cold spells and he goes by "Shiv'ar" the synergy I get is great! I have a rogue/controller. Got a great backstory to set it up to.
long story short he's white which is a bad omen so he was abandoned as a baby. then found and raised to be an assassin codename "white dragon" as for dragonborn honor he will always honor his contract.

Fort tends to be a disproportionately high defense ... and that ought to be the biggest worry.
If you don't mind missing a lot vs. anyone tough .. well, just pick those cold powers that target ref as well.
And have a few backup plans, 'cos that's what a spellbook is for .. just don't prep nothing but cold.

I love the staff of winter, though. It's so ... brr.
 

It looks to me like if you take the Spiral Tower paragon path, and get yourself a frost longsword, then you can make any wizard spell a cold spell.

Well, all damage dealt by the weapon becomes cold. But you're not dealing weapon damage (except with that cool level 20 daily) .. since your powers don't have the weapon keyword.

The Spiral Tower path lets you use your longsword as an implement, so a power only needs the implement keyword for the sword's effect to be applicable.

Unfortunately, the player was very discouraged in the first session because he has Ray of Frost, Magic Missile, and Chill Strike. He was trying to play the "striker" role essentially, and wound up frustrated by unchecked clusters of minions and a warlock that outshined him as a striker.

Wow, D&D really is like World of Warcraft...

Except in 4e, mages actually do own the AOE market.
