Full roster of PHB3 races known yet?

Well, I don't know. I can really only go on precedent as far as what's likely in terms of setting supporting stuff showing up in core books. A dwarf sub-race is always possible and hasn't been done yet. I never played DS so I don't know much about the Mul.

I think the DS setting is split up differently because they DEFINITELY will only put out 2 books per setting and if they need a lot of new creatures for DS then the different split seems to be pretty much the only feasible way to do it.

If there is a fourth race, I'm holding out hope that there'll be a psionic themed race with the aberrant keyword. I've read up a bit on the elan and they seem like a good basis. Perhaps they'll reimagine elan the same way they reimagined tieflings.

I think Elans will be a good choice for the 4th race. They are broad enough to fit into many worlds, being magically(psionically) created.

The big question for me is what the divine and primal classes are, not so much the races. I've heard about the psionics, and they seem rather cool, so I hope the others can bring something original to the game.

The elf seeker 4 (primal controller) I played in a one-shot was a ton of fun. Definitely felt different than druid or rangers, both of which I've played. If the other divine/primal classes are as cool, I'll be very happy.

Some other items of speculation:

I've recently heard about something called daelkyr half-bloods. Basically, a symbiont has bonded with a (usually) human host. That's pretty cool - perhaps it could be incorporated into a redesigned elan race.

Another idea I've had is that they could riff off of the deep ones and make a fish-themed race. I think the locathah would make a good basis for this. I have no evidence for this speculation, I just think it would fit the theme of the book and the 4e world in a strangely appropriate way. The locathah could be cousins of the kuo-toa or sahuagin, small groups of them could worship the demon prince Dagon, and perhaps the locathah had an ancient, psionic, underwater civilization wherein slumbers various Lovecraftian threats.

For playability reasons, I'd probably make 4e locathah a primarily land-based race that lives on the coasts. In ancient times, they were displaced by sahuagin, locathah, or other aquatic monsters. While they still can breath water, swim well, and focus their lives on the sea, I'd say they spend a lot of time on dry land these days.

The poor summoner wizard isn't getting any love. Nor the unusual Con secondary staff wizard. Nor hellish, star, or vestige pact warlocks.

What they really should make is another Con-based class.
