D&D 5E Game focusing on godhood and literal worldbuilding

So I just had a spur of the moment idea after watching a youtube video about DnD cosmology. What if the player characters were new deities that have been assigned or found a new empty shard? Their primary objective would be literal worldbuilding and making this universe into whatever image they deem fit. How would a game like that be run?

Without rules. It can work if the players are all dedicated to making things work and you all share a common vision. But without, you have nothing to fall back on to say how things should work out.
 

Amber Diceless Roleplaying is somewhat similar. The PCs can create their own universe or universes (called shadows). The game revolves around both inter-PC conflict and conflict between the PCs and their more powerful parents - the elder Amberites.
 


New Gods of Mankind has you create a God and a Tribe (start with 100 people in a 10 mile hex)

Enemy Gods has you play dual characters - the God in a Pantheon and their mortal Hero

Godbound - play as chosen heroes in the struggle to restore the world and achieve godhood

Dawn of Worlds is more a shared worldbuilding engine (but you do play as gods)

Did something like this in the 1990s using The Primal Order. It didn’t last long, but that wasn’t for in-game reasons.
