Decent little bonus, one might argue a "perseverent" bonus, but if you add it you may want to slightly decrease the save penalty as it could get fairly brutal. Honestly, this is an idea that looks ok to me on paper, but who knows how it would hold up to playtesting ;)
Thanks for the lead, I'm totally using that. :) As for playtesting, I'm sure there's all kinds of crazy situations it'll bring up.

Considering that paragon involves lots of short-range teleport (judging by the 22nd level War Devil's 20 square teleport, I'm guessing paragon is more in the 10 square+ range), it seems to fit. Also, with rituals like Passwall and Shadowalk in the paragon tier, this concept seems right at home. Since paragon is about saving the nation/world, I think the concept fits that tier.
The "interplanar" aspect of the class seems on par to me, with only the 20th level "Banishing Strike" approaching epic tier. Note that Gate Marcher Tactics doesn't provide interplanar movement possibilities. Also note that the only power which enables the hero to planewalk is Distancing Strike, but that's going to be the exception rather than the norm. I mean, how often do you want to leave your companions behind so you can do something in a bordering plane?

Add to In Between Worlds that you and any adjacent ally may add their Wisdom modifier to the damage. You prescence draws all that that lies in other worlds a bit towards you, and pushes abit of your world (your weapon mostly) into theirs. Love the concept all in all.
