From what I've gathered from various tweets, it sounds like it will work both ways. You could use it as sort of its own game, or more as a standard D&D campaign setting.
Saw clarification on twitter that ravenloft can be played stand-alone, or as an expansion to D&D.

Monster PCs in Ravenloft? If that's true, that's a radical change from previous versions of the setting, where evil acts corrupted PCs until they were damned by the Mists (and taken from play as NPCs).
I just hope the vampires don't "sparkle" too.![]()
Also, DM Kit and Rules Compendium will have option treasure award systems that are different from treasure parcels, including random generation.
