Aww shucks :o I'm not that much of a rules guru--I have a tendency to say things that make sense when they aren't exactly RAW, especially if I've houseruled them for years because I don't like the RAW. In this case, I did know the answer though ;)

I think it's better if these things are established as being out there now, since it's better than having the bigger, badder monsters just mysteriously appear. They may not be as numerous yet, or perhaps just not in the immediate area, but the should be out there.
 

I thought the standard backstory would be that they had been out there all along, just not as prominent in the last century or so as they had been before.

Yup. And I've actually obliquely established the existence of several powerful entities that have been out of the limelight, in such a way that nobody but me probably knows that I did :]
