I mean, he also tried to brainwash Jabba, and his alternative to negotiation was a plan that, by any sane standard, had an extremely low likelihood of being pulled off with no friendly casualties, but sure, we can pretend they're equivalent situations.

More to the point, Luke was in a position of not only power, but also responsibility for Ben. Against Jabba, he was begging and making a last chance effort out of desperation. The situations are not at all similar.

You might as well ask why Luke decided to murder all those workers on the Death Star, but decided to let those jerks at the bar get away with 3 out of 4 limbs.

I mean, in the latter case he's being manipulated directly by a Palpatine clone through the dark side of the force, which is kind of the thing Palpatine is doing behind the scenes in just about every episode.

If it helps, it's also true that Luke was kind of brand new the Jedi philosophy in Return; like a brand-new vegan who is super gung-ho about beet salads or cous-cous or whatever it is they eat, compared to someone who's been a vegan for so long they can just shrug and say "Oreos are technically vegan" and eat a whole case.
