Gestalt and Standard Together?

I'm houseruling 3.5 to look more like 2E. Gestalts look similar to old-multiclass rules. If I allow Gestalt and Standart Classes together, how mucho XP penalty would you impose?? Some people use 50% penalty, but I think that is too hard, sin Gestalt are not double more powerful.
I think that 25% penalty is ok. What do you think?

Last time this came up, I think the consensus was that Gestalt was about a +2 Level Adjustment.

So if you're starting your "standard" PCs off at 5th level, allowing 3rd level Gestalt PCs mixed in would probably be okay.

+2 LA is about right. Don't let them buy it off though (per UA's rules).

XP penalties don't really work as a balancing factor. That is why 3e introduced LAs, which still are not perfect but work a lot better than XP penalties ever did.
