I'm just making sure that I am reading this correctly.

"After meditating for one minute, choose one ally you can see. Whenever that ally is within 10 squares of you, any time you are both required to make a Perception check, both of you can use the higher result of your two rolls.
By meditating again, you can change the ally to whom you are linked."

I take it in the section where it says "both of you can use the higher result of your two rolls." that it is a plural form of "your" and both players make a roll and take the higher result of the two, instead of the halfling character rolling twice? Hard to tell with certain pronouns.

I believe you are correct. What happens is this:

Something is sneaking up behind the group, so everyone gets to make a Perception check to avoid being surprised in the imminent combat encounter. When the two linked characters make a Perception check, one gets a 17 and the other gets a 4. They are both treated as having rolled a 17, so the one who rolled a 4 doesn't get surprised like they normally would.
