Let me apologize as well. Krash, I'm sorry I came across as an a$$. I legitimately thought I was answering the question. Not attempting to be "...too clever...", apparently that is not the case.
I thought this part of the quote, in specific, answered his question.
"In this case, the creator’s caster level must be as high as the item’s caster level (and prerequisites may effectively put a higher minimum on the creator’s level)."
(this admittedly, should have been highlighted, & follow on my part by this statement.)
And as there are no further caster requirements listed in the prerequisite section of the items write up. There are no further prerequisites for the item, regardless of it's bonus. However if you think it should be altered to better reflect your campaign then such is your prerogative. You may want to add a prerequisite of +1 caster level for every additional point it adds to the Dex. score above the initial +1. Ie; Dex +2 = caster lvl 9, Dex +3 = caster lvl 10... ect ect ect. (or steeper requirements, as applies to your campaign)

I ask this because the rules clash with many of the other item creation rules where it's all caster Level divided by a number (armor and weapons are 3 IIRC). Having a cart blanch "Level 8 for any level you want to make" doesn't make sense to me, so I wanted to know if that was supposed to be the case.
Again, sorry, it was not my intent to take shots (none were implied), hurt feelings or incite anger (in anyone). Simply to post what I thought would be an effective answer to your question. In my experience on this board, a question will be asked & the person who asked it (& this includes me) will simply have misread a rule the first time, or missed a rule all together. I posted the definitions for the reason listed above, not to give subtle insulting shots to your intelligence (or lack of, as it seems to have been taken). I mean come on, you play D&D (as do I) that right there makes you a person with above average intelligence & creativity.
