To keep continuity with 1st/2nd edition, I'd be tempted to give Goblins Stonecunning +1. I wouldn't mind seeing them having +2 Intuit Direction (always a class skill), and Light Vunerability similar to a Drow (old goblins had penalties in sunlight). Heck, I'd also give them -2 CON (so as to keep continuity with the 1-1 HD and because its wierd that elves are the only race with a con penalty), remove the -2 STR penalty (old goblins didn't have penalties on damage), and a +4 bonus to saves vs. poison and disease (to balance the CON loss). Then, I might give all Goblins Exotic Weapon Proficiency (Whip), just because I think it fits thier culture.
They'd still be essentially negative ECL (how would you work that?), but at least they wouldn't be vanilla.
Or you could just keep them as written because you have no preexisting notions of how they function.
