Goblins and kolbolds move at 30????

I mailed the Sage about this right after MM1 came out and he mailed something back like he could understand many DMs who want them to have Faster Movement... btw stacking with Barbarians Fast movement.

It would be balanced with their net -2 penalty on stats.

Horseshoes of Speed

These iron shoes come in sets of four like ordinary horseshoes. When affixed to a horse’s hooves, they double the animal’s speed. All four shoes must be worn by the same animal for the magic to be effective.

What I want to know is, why are all speeds in increments of 10', when the scale of maps is in increments of 5'?

Myself, I'd rather see something like this...

Humans: 30'.
Elves: 30'.
Dwarves: 25'. (Or maybe 20'... can't decide.)
Gnomes: 25'.
Halflings: 20'.

Orcs: 30'.
Goblins: 25'.
Kobolds: 20'.

Humans in light armor: 30'.
Humans in medium armor: 25'.
Humans in heavy armor: 20'.

It might not seem worth bothering with, using speeds in increments of 5', but when you start using x2, x3, and x4 movement, it can make a big difference.
