- Worlds Largest City
- Ptolus
or maybe some possible old 3.0 PDF cities from back in the early days, like:

After all, my understanding is that Gary's home version of Greyhawk essentially was just a fantasy version of Chicago (and Dyvers was Milwaukee). Hence, it's a big city by a big lake in the middle of the continent... The Thieves Guild (organized crime) is also a major political force, etc.
