I'd go with a wizard with a specialization in abjuration or transmutation.

You don't need to worry about the DCs of your spells because you'll just be casting on other party members. So while I can't think of any PrC that specifically handles buffs, I'd keep my eye open for a PrC that, say, provides abilities at the "cost" of lowering your DCs or tying up feats that would normally go to increasing DCs.

I have here what might possibly be exactly what you are looking for. Access to a lot of spells, but it takes a while to get really powerful. Perfect 'buffer' in my opinion.

I made it myself, but feel free to make any changes to suit your needs.:)

Incantrix wouldn't hurt, the Instant Metamagic combined with the right feats and spells could potentially be nice. It's in Magic of Faerun, but its also posted somewhere on the WotC site.

Ala, Persistant Fiendform at level 11 or Persistant Acid Sheath (all in Magic of Faerun)

Once you get the Enhanced Metamagic ability, its open season on Triply Empowered Bull's Strengths, Cat's Graces, Endurances, Fox's Cunning, Owl's Wisdom, and Eagles Splendor (1d4+1x2.5 for +5 to +12 bonuses to stats) :)

Since you're focusing on abjuration too, in the future you want to switch around Extended (or Doubly so) Elemental Immunities.

Especially if you choose domains to fill in those missing buffer spells, like the Time domain (in FRCS) to get access to Haste.

Another option is the Dweomer Keeper, prestige class from Faiths & Pantheons for worshippers of Mystra. They also get cheaper metamagic at 10th level.
