Good Build for a 7th level Ranger?

I know going all out in Ranger is unusual, but does anyone have any advice on what feats and gear are critical for a stealthy, tracky 2 weapon-fighting ranger at 7th level? Let's presume the race is human.

Pure Ranger is not so unusual. :) Choosing the TWF combat style is more unusual, in my experience.

What are your goals for the build?

Can't be talked into Ranger/Scout with the Swift Hunter feat?

Ah, well. Some other ideas:

Double weapons allow some nice flexibility, since you can switch back and forth from two handed to two weapon.

If you are going finesse, take Martial Study, Martial Stance, and Shadow Blade from the book of 9 swords. You can gain a neat once per combat trick, a stance to give you 2d6 sneak attack damage, and dex bonus to damage with short swords, daggers and a few other weapons.

You can't get the 2d6 sneak attack stance by 7th level as a pure ranger; you'd need initiator level 5 for Assassins Stance (it's a 3rd level stance), hence minimum ranger level 10. You could spend your 12th level feat on it but that's a way off. There's plenty of other useful stances & manoeuvers in the Bo9S though.

If you're playing in Eberron & you've got the Dragonmarked book, you could spend any number of feats on Aberrant dragonmarks. Aberrant mark (chill touch), mark of madness, mark of Xoriat, Lesser aberrant mark (vampiric touch) for example makes your off hand scarier than the sword in your main hand.

If you're thinking of the core books, quick draw is useful, especially if one or both of your weapons is throwable. Power attack may feel wrong but it does help you take advantage of having got the drop on your enemy & Improved Initiative may give you a second round of actions against them if the surprise round wasn't enough.

If you're going to be sneaking up on guards, sometimes you will want to drop them without killing. Carry a sap or a +1 merciful weapon. Can't say more without knowing more about the character really.

Also, if in eberron Eldeen ranger is very cool. Also, if you happen to be using an exotic weapon Exotic weapon masters flurry of strikes is awesome I had a TWF ranger/fighter like that. I dealt so much damage it was scary. Gnomish of course.

The character is a Brocc, a race unique to my setting. They're Small badger-men. This guy rides one of those six-legged Briar thigns from the MMII or III. Obviously not the 21HD version. :)

So he's small, he's an archer, he rides his Animal Companion. Any suggestions? What does Swift Hunter do?

Wait, is it a Human TWF Ranger or the thing quoted above?

Archery is a great path. Feats for mounted archery are pretty obvious:
1/ Mounted Combat
3/ Mounted Archery
6/ Point Blank Shot

In the original post I said "let's presume race is human" because I didn't want to try and explain what he really was. :)
