Good ideas for guards?

I'm planning out a cave that has been made into a sort of prison/dungeon type deal. All prisons (that I've heard of) have guards and prisoners. Anyway, I'm guessing the PC's will be around lvl15, 16 area when they get there (maybe higher). I've read through the books I have, and I've not gotten much done, main problem is I don't know what to use as a guard. What I've gotten so far is that it's "ran" by a Tarterian Dragon. I figured it would be appropriate since they are "Native inhabitatns of the prison plane" and are "at once wardens and prisoners". I figured one prisoner/warden would be enough. Any ideas?
All I've got to work with is the MM, MMII ,Feind Folio, and Draconomicon. Any help would help for either guards or prisoners. Thanks in advance!

Beholders -- both to put the kibosh on magic, and because they have a lot of eyes to watch with.

Stone Golems -- because they're very good at following instructions.

Hound Archon Paladins -- who says the prisoners are there unjustly?

The warden is a Tarterian Dargon, huh? Then the guards are his/her children, half-Tarterian dragons/half-khaastas (khaastas are in Fiend Folio pg. 115).

Well, just my two cents. YMMV.

Or troll paladins. Beholders are good. A creature that is blind naturally, riding fiendish basilisks.

Succubi, they would be guards and the party wouldn't even know it. They would be much more worried about their emmm assets.

Wraith assassins. Attacking through the walls baby, how cool is a prison with no doors.

Lots of barbarian humanoids(trolls, Ogres, Black Annis) , power attack. Time to dish out some damage.

Hope this helps.

Those all sound pretty good. The Beholder's wouldn't help much, their only spell caster is a druid who doesn't cast. He slices stuff with a scimitar and laughs at people when his wolverine bites people/things. There's a swashbuckler who is kind of a "party girl" and an intorvert monk. I didn't think to tack on class levels to undead, that'd help some. That and the no door thing would mess with 'em a little. Hound Archon's would work as prisoners, the PC's are working toward an evil deal. More background info, the dragon kinda runs a town from his little cave in exchange for a shorter sentence (yeah right). The PC's are goin to him to see if he'll join their cause for takin over the land. Figured I'd through that kinda stuff in incase some people come up with some wicked off the wall stuff (I do a lot of that) that could only be used with certain ideas and info and stuff. Thanks for the help, it's gonna do just that, help. A lot I might add!

It was 1E, third party monster book but you could use stats for another monster and just call them that and have it happen. I think I would use something like a iron golem/stone golem, humaniod shaped armor, spikey goodness and bastasd sword.
