Can two incorporeal creatures (i.e., ghosts) grapple with each other on the Ethereal Plane?

I don't know which FAQ entries you're talking about, but according to the SRD: no.

Incorporeal creatures cannot make trip or grapple attacks, nor can they be tripped or grappled.

It's important to note that most incorporeal creatures (like wraiths, shadows, and spectres) have no connection to the Ethereal Plane.

A ghost is a special case: it can manifest as an incorporeal creature on the Material Plane, but at the same time, it also exists (in a corporeal state) on the Ethereal Plane. So on the Ethereal Plane, it is not an incorporeal creature, and can be grappled.
