Vader was planning on killing and overthrowing the Emperor, he told Luke as much at the end of ESB. Such is the way of the Sith: when the apprentice becomes strong enough to kill the master, he does so and takes an apprentice of his own.

In fact, the whole "Vader trying to corrupt Luke to the dark side and overthrow the Emperor" storyline was originally going to stretch all the way to Episode IX, but after ESB came out George Lucas was starting to feel burned out on Star Wars and decided to wrap everything up in Episode VI.

1. Hannibal Lecter. He's a real villain, unlike the Coyote.
2. Darth Vader. He's become an icon, Palpatine has not.
3. Professor Moriarty. See number 2.
4. The Joker. Galactus is a plot device, not a villain. The Laughing Lunatic is possibly the greatest comic book villain of them all, no other villain, not even Bullseye, has ever hurt their opponent like The Joker has hurt Batman.

Of course, he also went completely to pieces after his wife died, and became a figurative shell of a man as well as a literal one. In retrospect, he's pretty unimpressive in Episode 4. It's only after he knows his son is floating around out there that he decides to take charge of things again.

All that said, his performance in Episode 5 alone is enough to earn him a place in the final round of this contest, ahead of Palpy, who after all accomplished nothing more impressive than what many politicians have done, day-in and day-out for centuries. He did it with a certain style, certainly, but still a pretty standard performance.
