Magic of Faerun presents a wonderous item called a Kirra. In order to keep folks happy, I won't divulge exactly what these do. But suffice to say it's like a little spellbook-in-a-gem that affixes itself to the wearer's forehead.
The description also offers a tidbit called Greater Kirras, but doesn't describe them. I was curious to know if anyone has actually tried using a greater kirra in your game, or what you would do if you were to create one.
What about this (keep in mind, it's a draft form):
* Spellbook that holds 100 levels of spells
* +5 to all Knowledge checks (or maybe +10 to a specific Knowledge skill)
* +4 Competance bonus to Intelligence
* Requires 17+ INT to use
* Only Elves may use
* Those who do not meet req's but try to use the Kirra must make a Will save (to be determined) or suffer the effects of a Feeblemind spell
