greetings from an Italian DM

Hi to everybody out there . I'm a Italian d&d3ed DM , so excuse any errors / mispelled words in English . I'm new to the Enworld forum , and I hope to be helpful and to have a good time .

I'm DMing a campaign in a homebrew world called Arkazan and the PCs are 13th level , and in the middle of a great search-quest .

The next adventure that I'm currently writing involves a port-city ruled secretly by a group of evil monsters ( TBD , but I think beholders , mind flayers and the like ) that uses a puppet-king and a military force called The Black Ravens to rule the city .

I'd like to ask you ideas about the development of the adventure . A good part of it should have to be underwater .

Greetings. You're English is quite impressive, I must say.

If you have access to the adventure path in Dungeon, you might want to have a look. It's called the Shackled City and it takes place in a city ruled secretely by a Beholder.
 

So I am not the only italian here! this sounds good!

Actually, I think there's also at least one high-postcount Italian on the boards.

Now, I'm just back from England and I'm busy recovering from the bad food :p but there's something good for you:

Secret rule + underwater adventure = Aboleths. They dominate the king as well as the leader of the Black Ravens. They have also planted suggestions in many other high-ranking city leaders as well. They have convinced them that a particular area nearby is extremely rich in valuable ore, despite obvious evidence to the contrary. The Aboleths know that the excavation is soon going to cause a nearby lake to flood a large, mostly unknown, underground cave complex. This is good for them, because they desire new territory and underground water caves are perfect for Aboleths. Incidentally, this is also going to cause a landslide towards the city...
 

Although the Adventure Path in Dungeon Magazine does not have an underwater component, I also would like to recommand it. It is generaly well written and might prouve to be a good inspiration. Two other underwater adventures from Dungeon also spring to mind. They are for lower levels, but you might be able to cannibalize them for encounters :

Fish Story in Dungeon #99, where locathaths invade a small town after years of peaceful coexistence.

And The Stink in Dungeon #105, where fiendish locathaths use the open air sewer of a city as a way to create their revenge for some wrong. Not underwater per say, but you might get some use out of it.

I was going to say The Stink in Dungeon 105 as well. However, it is written for a lower level party. The poster known as hong ran his group through it and posted the aftermath here, but that was about 2 months ago, so the thread is buried deep.

Another idea, which is free AND online, is the Terror and Blasphemy pdf dungeon that was created right here on Enworld. It is meant for a party of 14th level characters, so you might need to reduce it a bit, but I would bet you can tweak it to work for you. You'll need to think up how this will work in an underwater environment.
 

A type of monster I've written up for my own homebrew world might fit the bill here - the Surathi (scroll down a bit). They are evil, they use psionic powers, and they can interbreed with just about anything - including underwater creatures. So let's say that the powerful members of the species live underwater and control everything behind the scenes - but they have fathered a number of thin-blooded offspring with humans who have infiltrated human society.

How does that sound?
 

The Speaker in Dreams is also a (non-aquatic) story about a secret ruler. You could look it up.

The Italian poster Zappo is referencing too is probably Li Shenron, but that guy's a Half-Finnish/Half-Italian Teleport Monster (IIRC).
