iirc, gary told me that brian blume was responsible for psionics.
he(blume) introduced the idea to gary as a one-shot. gary said lets try them...(even though he wasn't a fan) at the table. others were mixed after the session. he (blume again) went back to the drawing board and then... they found their way into the game with Supplement III.
