Don't know if it does LA, but Grim Tales has one of the most detailed creature creation I've ever seen. Barring that, eyeball it, and post it for criticism.

BESM d20 has a point buy d20 which includes races.

If their site was up I'd say to check out the BESM d20 SRD. maybe it's floating around on google or one of those archive sites or something

Yes, BESM is great for making classes.

I think the SF game Bulldogs! has a race creation system built into it...
