Well, the way I work it is that in dark elf society when you come of age you have to take part of in a ceremony/test where you dedicate yourself to the evil elf goddess.

If you succeed you gain the powers of the template and are an accepted member of the society (within your caste).

If you fail (or refuse) you are sacrificed (or forced to flee).

My reasoning for the majority of drow being dark elves is that when the great split came the evil ones killed off the vast majority of their own kind that would not accept the goddess' gift and then founded their underground society as it is now.

But that also means there are high elves, wood elves and even sea elves that are "drow".

Perhaps drow simply means 'evil variant of a race' or whatever. Although as it stands, the only way I could picture it is if a drow and someone else have a baby, that baby is the something else with the drow template.

I agree. In my campaign setting, Drow came from a small group of elves whom plotted against the Elf God LeShay and elected a new God to kill Leshay and become the new elf God. When that God failed to kill LeShay, He punished the Traitor Drow by turning there skin to a thin layer of Charcoal.

This was inspired by something I read a long time ago. Can't remeber what exactly though.

IMC I have amended Drow (Dark Elves) to be a +0LA race.
Here is my take on the race:

Darkvision 30’, in addition to Low-Light Vision
Stonecunning
Proficient with crossbows instead of bows
-2 save vs. bright lights, e.g., Colour Spray
+2 Spot & -4 Diplomacy
Favoured class: Wizard (tending toward Necromancer specialty)
Alignment: Any non-Good

Dark Elves (or Drow), like High Elves, think themselves superior to everyone else. They generally have vicious tempers and are known for their love of pain and torture, specifically the infliction thereof.
Drow characters may start with the skills Knowledge: Torture and/or Profession: Torturer (5 ranks of either giving +2 synergy bonus to Intimidate and “Gather Information with Menaces”). These are cross-class skills for all characters except Drow Rogues and Clerics, for whom they are class skills.
Their clothing and cities tend to be sombre and monotone, although bright splashes of colour are not uncommon.
Any adventuring Dark Elves will be either Outcasts or spies (or both).
 

To properly "hack" drow:

Use: 1 greataxe or 1 glaive or 2 battleaxes

Perform: Coup de Grace on helpless drow (pref. sleeping, held, or unconscious)

Repeat: as necessary, or until it stops being fun.

Result: a properly 'hacked' drow.
 

This is actually going back to 2ed, but I always thought Spider Climb would be a better drow racial ability than Levitate. (I guess it makes less sense if your drow worship something other than spiders, but back in the day spider-worshipping was industry standard. These days I have three types of drow, the classic spidery-types, the scorpion-types nicked from Eberron, and the bat-types. The latter two are for my own Egyptian and Aztec based societies.)
