Haggling Skill Challenge
Players can haggle anytime they want to reduce their bill at a shop.
Each successful Diplomacy check takes 10 gp off of your billing total.
After three failures, the cost cannot be lowered any farther.

Any suggestions?

The standard for equipment purchase costs would be base + 10-40%. Nothing really says how you might determine what the actual % markup is. Presumably an SC or at least a check of some sort could do that.

Exactly what rolls would work would depend on the relationship with the merchant. Insight might help (he'll go lower), Bluff (eh, we can get that across the street cheaper), Intimidate (you know, you really shouldn't try to rip off a big barbarian like me), Diplomacy, maybe Streetwise (drop the name of a competitor). I'd go with percentage reductions. So maybe each failure before N successes jacks the price by 10% of base starting at a 10% markup. So a good negotiator can get 10%, a bad one will pay 40%.

Our gaming group implemented something similar for Haggling, but instead of multiple checks, the discount you get when you roll a Haggling check is whatever you beat the DC by as a percentage.

If the Haggle DC is 10 and you roll a 25, you get 15% off the price of the item.

wagenejm, I like that option, with a failure increasing the price the same way... except it is a fair amount of fiddly math on the fly.

I would prefer something I could do the math on readily and give the player the option to 'retry', so to speak. So, typing off the top of my head and using the Obsideon Skill Challenge...

Three rounds of checks.
Failure indicates the price stays at the base of 150% {base + 1/2}
Partial victory lowers the price to 125% (base + 1/4}
Full victory lowers the price to 110% (base + 10%)

Usable skills are as AbdulAlhazred stated above.
