Half elves and magical weapons

I have a question my PC has a magical bow. It is designed to slay elves. It is something my DM designed it basically is a +1 weapon that does extra damage to elves.

My question is would it have an effect on half elves? Reading the PHB on half elves it says that they can use magic items designed for elves because of their elven blood. So I think that weapons designed to hurt elves would hurt them as well.

Also for Rangers favored enemies is half elf a seaperate choice or lumped in with elves?

Elven Blood: For all effects related to race, a half-elf is considered an elf. Half-elf, for example, are just as vulnerable to special effects that affect elves as their elf ancestors are, and they can use magic items that are only usable by elves.

Half-elves' type is Humanoid(Elf)

Thanks this is what I thought but my DM was saying no that is not how te rule is written.
