half-elves and subraces

hey,
one of my players wants to play an aquatic half-elf.... are there any stats anywhere, is there an ECL/level adjustment, etc... appreciate any input

the new races of faerun has a half-aquatic elf. Nothing much, just as sea elf except they have a circumstance bonus to swim and receive a small penalty to all wisdom-checks when out of sight of the ocean for too long. No level adjustment.
 

confused.. is that a half human/half aquatic elf or just an elven mix with aquatic?... any ability mods, what is the circumstance mod to swim, and the penalty to wisdom checks... are the rest of the abilities flat out same as aquatic from monster manual?... any help is appreciated.. thanks again
 

half-human, half-aquatic elf. Modeled after the PHB half-el but with minor changes: favored class:any is the same, a +8 to swim checks and -1 penalty to wis-checks when too long away from sea. Incidentally the RoF is a great book and I highly recommend it. If nothing but for the winged elves, aquatic elves, and artic dwarves in there :p neat stuff.
 

There's also an aquatic template that can be added to any PC race in Dragon #306. I can't remember offhand if it has a level adjustment, though.

Elven Subraces always breed true: No half sun, half moon elves, or half-drow, half-elf. (if a drow parent is involved, the child will be a dark elf most of the time).

If so, why does Races of Faerun have a half-drow?

I meant: if a drow and another non-drow elf have a child, it will be drow, not whatever the other parent is, most of the time. Drow and human couples will have half-drow children.
