Half-Elves and wands

So let me get this straight, if a half elf picks a dilettante power that requires a weapon/implement hes not proficient in, it sucks after the heroic tier, unless he multiclasses into a class that can use an implement.

I feel that might require a bit of house ruling on my part for my game, as we have a half elf warlord with eyebite in the party who has multiclassed paladin. Either a houserule to say hes proficient with rods/pact daggers/wands or that he can retrain his racial power.

Personally i see RAW as not allowing use of such items, but i think it may need a rejig as it certainly wouldn't be game breaking to allow use of the dilettante's power class implements(if you get my meaning).
Picking up weapon proficencies from a martial class is a different kettle of fish in my eyes.

No need to worry about weapons. There are no powers that I can think of that are limited to a particular type of weapon that can be picked up with dilettante, so he can use any weapon he is proficient in to use with a weapon based power. Or just use one he's not proficient in, and get the weapon bonus but no proficiency bonus.

The whole wands thing is kind of odd anyway. Personally I love it. It's the last remaining bit of actual flexility offered to PCs in the item system.

OTOH they went to all this trouble to rigidly sort powers by role yet anyone with access to wands already can use powers from controllers (wizards), strikers (warlock), leaders (artificer) and defenders (Sword-mage).

The second round of books isn't even out yet and their role seperation touchstone is already shattered. :\

Oh noes, a Wizard can cast a Warlock encounter spell from a Wand once per day, with an additional for tier and milestones.

He'd be better off taking a power swap feat.

Only if you completely ignore the daily power limits on item powers. Oh, noes, a Wizard can cast a Warlock encounter spell from a Wand once per day, with an additional for tier and milestones.

Which is exactly why I don't feel that Dilettante particular breaks anything in the system if you just let the half-elf use the darned thing... With no implement bonus (until I see an errata that says that they get it...)
