Half-Life 2 Installation

I'm trying to reinstall HL2, but Steam is not "working" (whatever it is supposed to be doing). I fear that HL2 support may have closed, since I can't get help on the various company Web sites, and searching Google is giving me a bunch of stuff that isn't helping. I'm turning here in hopes that someone here has run through this lately.

That certainly isn't the case, I just booted up Steam without a problem, which then proceeded to update a few of my games and steam itself.
