Um, maybe because prior to A&Eq and SavS, there were no reasonable, defined, balanced rules for increasing a weapon's size? (the DMG little mini-table was at

Savage Species, page 42.  I don't own A&Eq yet.  And it says 
both "range increment" and "range":
	
	
		
		
			Size and Range:  As ranged weapons change size, their range increment also changes.  For each increase in size, the range goes up by 25%.
		
		
	 
The passage only includes the example of a Huge Longbow (RI: 125') versus a normal Large Longbow (RI: 100').
Regardless, the passage mentions BOTH range increments AND absolute range.  Thus, it applies to both.
Which, IMO, is only logical; a bigger whip SHOULD be able to hit targets further away.
I also think the small whip in the PHB is grossly overblown in terms of range, but ... *shrug* ... IMO, a whip should have a range of 10', which is increased by 5' per size category increase.  But that'd be House Rule Country, so ...
