Well a big issue is you could put it in Dex and get +4 dex total. If you fix that it is still pretty strong though. I'd restrict it to +1 to two stats that aren't Dex, though maybe that is too conservative.Could you say what seems wrong with the Half-Human subrace? I think it fits well enough, considering it is the only thing they get, no fun bonuses like the other races.

Other than something short & ugly, what do you envision a Halfling/half-orc pairing would produce?
Because the session that kicked off my All Barbarian game was the 1/2orcs being summoned (via a Horn of Vallhalla) into a wild party full of well, sex drugs & rock&roll IS the best description, hosted by a bunch of satyrs.
Dice were rolled, cards were drawn, & one of the 1/2orcs ended up with the Halfling serving girl behind the bar....
I think that it makes sense, since it is a half human. They are so varied, I wouldn't rule out such a boost. Besides, in the end it is just a +2 to Dex checks. No darkvision, no racial cantrips, nothing special except for the stats.
That aside, do you think 1 stat point would work better?
I cheat. What do you get when race X breeds with race Y? A human.
I get where you're going - stat & characteristic wise it is just easier, but a gnome + halfling = human ??? That doesn't feel quite right.
