Hallow/Unhallow: after you leave the area

The spells Hallow/Unhallow allow one to fix a spell to the site.
The list is long, but the question is:

Once you leave the site, the spell goes down, right.
It doesn't last after you leave.
If you have tongues, you can only speak and be understood while in the area.
Once you leave, it's gone, right?

Yes.

Really? Hallow's duration doesn't say Concentration, so the spell should keep going. After all, this effect costs thousands of gp in material components and lasts for a year- so it shouldn't disappear when you step outside the 40-ft radius.

However, the spell only affects those inside the Hallowed area- although it affects everyone in the area. So a caster who casts a tongues spell tied to a Hallow will be able to speak and understand all languages while in the Hallowed area, as will anyone else in the area. This effect lasts for a year regardless of where the caster goes- but it only applies while people are inside the area!

By 'you', he doesn't mean the caster; he means someone who has since set foot and is affected by the attached spell.

So in your example, someone has walked into the Hallowed area and is affected by Tongues; when they leave the area, the Tongues spell 'goes down' for that person.
