Halt Undead spell

I've got a question about this spell. In the spell description, it notes that it "renders the undead creature immobile for the duration of the spell (similar to the effect of hold person on a living creature)."

Now, a hold person spell prevents a creature from taking any actions, including speech. The description of the "paralyzed" state (p.311) states, however, that a paralyzed person can take purely mental actions.

Question is, would activating a supernatural power be considered a "purely mental action", or would the hold spell prevent this? Further, would the halt undead spell do the same thing against undead, preventing (for example) a halted vampire from assuming gaseous form?

Of the top of my head:

A halted vampire could assume gaseous form, but in gaseous form he would still be halted and still couldn't move.
