I think it's because the metaplot is often tightly tied to the printed material, be it descriptive or mechanical. Yes, it can be seperated, but it takes work. Thus the valid complaint.
 

I know that I for one am tired of being the only person on the planet above 5th level in the games I play. I like having someone higher up than me, it gives the characters something to strive for (and eventually reach)

Right on.

Anyway, FR always gets slammed the worst for it, but doesn't every single game world have some sort of high-level super NPC floating around? All of those Greyhawk wizards, for example, or Planescape (a frost giant librarian?).

Y'know, I started roleplaying with the Marvel Superheroes RPG (the original), and I LIKED the occasional team-up. When Captain America gives you a slap on the back and says good job and gives you the Avengers hotline number...that's better than treasure, if you play it right.

You do realize that the old Greyhawk modules *did* in fact have one large central metaplot... Tharizdun. Gygax has said that Tharizdun was behind the whole Against the Giant/Demonweb story, as well as other modules. He was the driving point behind Temple of Elemental Evil and now Return to the Temple of Elemental Evil... those aspects are there. They are probably a bit more subtle than those found in FR products, but then again Greyhawk was a fairly new setting then too.

If you want to get a German's attention, say "Beer!", if you want Spaniard's attention, say "Romance", or better yet, "Woman!" :D
