I agree completely that 3X already has this issue. I am suggesting that it *might* get even worse.

Oh, it is certainly some stretch, but I think it doesn't really matter that much. From the players perspective it is more important if they can count on big monsters being a bit less adapt at evading their reflex-targeting attacks and the smaller monsters being worse at resisting fortitude-targeting attacks.
That this is only true on a relative scale, not an absolute one, is barely noticeable in-game.
I think it takes more than a "bit".

You have missed the point.

I was advocating a disconnect from level/HD.
I fail to see why a 4-ton Gargantuan creature *must* be a slow lumbering beast, but I also fail to see why it may not be one. If (and it is still an if) the save range is constrained by level then that takes away options.
