Headband of Intellect and Jade Circlet

Can you guess where I am going here?

Headband is a magic item, grants bonus spells...Mages need it to get a bonus 9th level spell at 17th level.

Circlet is the spell focus of the shapechange spell, needs to be worn in order for spell to work.

Since one is a magic item and one is a mundane item, seems to me that both can be worn at the same time.

Am I missing a rule that says that you cannot make use of a magic item and a mundane item at the same time?

Example, how could you use a headband and wear plate armor? Seeing as how plate comes with a helmet!

The rules only apply to wearing 2 (or more) magic items that occupy the same body slot. These rules exist for balance reasons. There are no rules that prohibit wearing a headband and a plate helm.

The restriction is that if you wear multiple magic items in the same slot, only one works. Nothing prevents you from wearing mundane items, even multiple copies.

For example, you only have one slot for a magic shirt, but on a cold day you can wear a sweater on top of a turtleneck on top of another shirt on top of long underwear. You only have two slots for magic rings, but if you like jewelry you can wear as many rings as will fit onto your fingers.
